Unisys to Deliver New Information System to Dutch Custodial Institutions Service

All custodial sites across the Netherlands will be served by secure and user friendly system to improve working with litigants

LONDON, UK, April 27 2016 – Unisys Corporation today announced that after a European tender it has been selected by the Netherlands’ Custodial Institutions Service (Dienst Justitiële Inrichtingen, or DJI) to deliver a new custody management solution for penitentiaries across the country. The new system is expected to be delivered later in 2016 for roll-out across the penitentiary network in 2017.

The new contract will run for up to 10 years, with the option of a 10 year extension. Under the terms of the agreement Unisys will support all aspects of custody management for DJI using the Unisys Law Enforcement Application Framework (U-LEAF).

Once the solution is live, the entire organisation will have a single integrated view of litigants which will enable cooperation with parties such as care providers, lawyers and policing and law enforcement agencies. The system will also improve the efficiency of prison management activities such as enrolment of new litigants, assigning cells, visitor requests, transfers and leave requests.

A.L.C. Roelofs, deputy director, DJI, said, “The simplicity of Unisys’ U-LEAF gives us many options to improve work across the network of Dutch custodial institutions and to support our collaboration with partners like the police, public prosecution service and CJIB. I believe we’ll see great efficiencies from this solution as it removes many technical processes which will enable our employees to focus on other important legal tasks.”

This new contract builds on Unisys’ expertise in the Justice and Law Enforcement sector. Unisys collaborated with DJI in 2014 and implemented its LEIDA (Library of Electronic ID Artifacts) framework to support The Basic Provision Biometrics program in the Netherlands. The Basic Provision program uses biometric data, such as fingerprints, to verify litigants’ identities during their time in custody.

“Unisys brings DJI years of global experience, gained from delivering some of the most significant justice and law enforcement solutions in the world,” said Jim Vlaming, public sector lead at Unisys Nederland N.V. “In particular, our long-term relationships in the public sector demonstrate that we have the technology and the knowledge to develop solutions that put people at the heart of their job and U-LEAF is the latest example of that.”

U-LEAF’s modular technology allows for rapid deployment, integration and re-use of resources for law enforcement. These services are easily configurable to support disparate criminal justice systems, governance, practices and processes, to make information sharing, case management, creating a digital government and other law enforcement activities more effective and efficient.

U-LEAF is currently being used by law enforcement, military, security and other intelligence and investigative agencies for investigations, automation of workflows and information, intelligence mining and analytics, collaboration and teamwork, scaling operations, security and auditing, mobility, compliance management and deployment options including on premise or via the cloud.
