Protection of New Zealand’s roads and railways
In addition to improving road safety for New Zealand’s 3.8 million citizens, Land Transport NZ is utilizing Web technology to streamline operations.
Established to “undertake activities that promote safety in land transport at a reasonable cost,” Land Transport NZ is also responsible for managing certain motor vehicle registry and revenue collection functions under contract to the Ministry of Transport.
Because Land Transport NZ and its activities are very much in the public eye, the agency is intent on ensuring that its information technology (IT) infrastructure supports its objectives:
As Land Transport NZ searched for an IT provider that could meet these requirements, the organization also realized it needed a partner that could gather information on IT best practices from around the world. That’s when Unisys entered the picture.

Unisys and Land Transport NZ have also addressed a variety of road safety issues. For example, in 1998, Unisys designed and implemented a Drivers Licensing Register (DLR), ensuring integration across all systems -- from the instant cameras taking the photos, to the registry system, through the system producing the cards. Unisys helped Land Transport NZ roll out the system to 150 sites in less than six weeks and, within the first year, they produced more than 2.5 million photo drivers’ licenses.
Another road safety project includes the Warrants of Fitness (WOF) recording system and a Virtual Private Network (VPN) that enables garages to complete WOFs online. Approximately 12,000 WOFs are completed each day, making the WOF Web site one of the largest government-to-business e-commerce sites in New Zealand.
One project that has been particularly instrumental in ensuring road safety has been the Motochek system, which allows online access to vehicle history and ownership information. Thus, when someone is purchasing a vehicle and requires financing, both the prospective owner and lender can use the Internet-based system to ensure that the vehicle details provided are the same as those on the motor vehicle register.
Similarly, the Driver Check system enables pre-registered users such as fleet operators or car rental companies to check the license status of their vehicle drivers via the Internet. Not only does this ensure vehicle safety for owners, it provides savings for fleet operators and rental companies by helping them avoid having a vehicle impounded for 28 days (the legal ramification of driving without a valid license). Additionally, fleet operators can enter employee driver information into the system and be notified of any changes in an employee’s status.
As Land Transport NZ experiences legislation changes, new business requirements and additional agency interfaces, Unisys is right there with major upgrades to their environment. Unisys ClearPath enterprise servers are located in Auckland, with disaster recovery facilities located in the Unisys Kapiti data center. All back-office applications run in LINC and Unix, with several Internet-based applications running on NT platforms. An Oracle back end supports data warehousing functions.
Unisys is responsible for supporting all operations associated with this environment, including the various registers and taxes that Land Transport NZ collects via the system.
