Biography

Martin Mackes is a partner with the Federal Systems organization, where he is the program executive for the Department of Homeland Security (DHS) Information Technology Managed Services program.  In this role, manages the strategic and day-to-day operations of the program to deliver IT services to the DHS Office of the Chief Information Officer, Undersecretary for Management, Preparedness, Intelligence & Analysis, Science and Technology Directorates, and State and Local Government Coordination & Preparedness. 

 

Before joining Unisys in 2004, Martin spent eight years with Booz Allen Hamilton, where he held positions of increasing responsibility, culminating as a senior associate responsible for business development, staff management and project execution.  He led the managed operations business, focusing on strategy, consulting and program management related to outsourced services.  He was also responsible for the delivery of a range of services from business office operations and financial management to IT related functions for the Department of Homeland Security Information Analysis and Infrastructure Protection Directorate.

 

Earlier, Martin successfully managed the proposal effort to capture the GSA Connections IDIQ contract, subsequently serving as deputy program manager on this program.  He also served as deputy program manager for the Social Security Administration (SSA) Electronic Disability program, providing functional expertise for the development and analysis of an electronic disability program to replace SSA’s paper process.

 

Martin also spent four years with Standard Technology, Inc., where he provided leadership and technical expertise to the U.S. Customs Service in the areas of application design, development and support.  He successfully provided the Customs Service with the design, development and delivery of a network information system.
