​​Philippine Government Selects Unisys to Design and Operate Modernized Civil Registry System to Better Serve Citizens​

​Unisys to increase accessibility and speed of service for citizens requesting official documents such as birth certificates by doubling the number of Civil Registry System outlets and introducing new self-service kiosks and mobile outlets

BLUE BELL, Pa., October 19, 2016Unisys Corporation (NYSE: UIS) today announced it has been awarded a contract by the Philippine Statistics Authority (PSA) to design and operate phase 2 of its Civil Registry System modernization project.

Under the 12-year contract, Unisys will deliver digital government services to modernize the Civil Registry System and manage the end-to-end process to originate, authenticate, secure and issue civil registry documents such as birth certificates to citizens. Unisys will lead a Public-Private Partnership (PPP) to design, develop, operate and maintain the modernized system.

"The PSA's Civil Registry System is the central repository for authenticated official documents such as birth, marriage and death certificates. Citizens need quick and easy access to these trusted documents as they are the foundation for many other items such as visas and passports. Unisys has been appointed to further improve the service we provide our citizens," said Dr. Lisa Grace S. Bersales, National Statistician and Civil Registrar General, Philippine Statistics Authority.

The transformation program includes modernizing the network infrastructure and application system based on Unisys InfoImage imaging software using Unisys digital government expertise. The PPP will also provide a nine-story building to house a brand new customer service facility and data center, centralizing the back office infrastructure. Unisys will also roll-out 40 additional Civil Registry System outlets, doubling the current number of outlets where citizens apply for documents, as well as introduce self-service kiosks and mobile outlets to increase the reach and accessibility in remote locations. The modernization activity is expected to be deployed over a two-year period.

As a PPP arrangement, Unisys will bear the upfront cost of the development and build and will share with the PSA the fees collected from citizens for the provision of the service.

The new contract builds on Unisys' previous success improving the services provided via the Civil Registry System. In 1999 Unisys was engaged to digitize the largely manual Civil Registry System, resulting in document requests being fulfilled in as little as 30 minutes in metro Manila and within two hours outside the capital, tripling the monthly transaction volume from 292,000 to more than 1 million. Unisys employs local Filipino staff to man the outlets and all data is kept within the Philippines.
