Denise Winkler began her government career over 20 years ago as an entry-level worker in a county health and human services agency. She rose through the ranks to serve as a Senior Administrator and advising Consultant to state and federal agencies across the United States. Currently she is the Senior Social Services Industry Director for Unisys Global Enterprise Services Division. As a social services expert, she advises social services agency leaders and Unisys sales and implementation teams on current trends and issues in social services practice and the role technology can play in improving outcomes.
Denise focuses on helping social services agencies improve efficiency and outcomes through technology. She combines her “in-the-field” experience with her expertise in social services, business process analysis, and change management to help organizations identify where technology can improve performance and outcomes.
During her career in state and local government, Denise served as the Public Affairs Director for one of the largest child welfare agencies in Ohio leading that agency through a series of high-profile child abuse and fatality cases and the implementation of a Statewide Automated Child Welfare Information System (SACWIS). Prior to that, she served as the Adoption and Foster Care Manager for the largest combined human services agency in Ohio, responsible for the recruitment and licensure of foster and adoptive parents as well as the matching and placement of at-risk children.
As a consultant, Denise served as a senior advisor to numerous states including two of the largest health and human services systems in the country: New York State and Los Angeles County California. In both states, she supported the planning and operation of systems that deliver health and humans services benefits to millions of citizen each year. Denise also has extensive experience supporting Federal agencies through large-scale technology change. She served as the Change Management Project Manager for an enterprise-wide system implementation for the United States General Services Administration and the United States Environmental Protection Agency.
Denise has a Bachelor’s in Business Administration from the University of Kentucky and a Change Management Advanced Practitioner’s Certification from Georgetown University Graduate School of Business.
